The establishment of democratic principles of rule in the First Czechoslovak Republic was anabled by a number of historical and cultural factors. The important role in that process was played by several Czech political parties, they were able upon the colaps of the Habsburg Empire to take initiative and create a new state parliamentary structure. A necessary condition of this was his ability to achieve a relatively well-balanced equilibrium of consensus in general questions of the society and the compromis in specific party requirements.
